15 arrested in connection to President’s mistreatment in Janakpur

Minister for Home Affairs Shakti Bahadur Basnet today briefed the Legislature-Parliament that police have arrested 15 persons to investigate into alleged mistreatment to President Bidya Devi Bhandari in Janakpur on December 16. Of them, three people were taken action under the Public Offences Act and another one under the Protection of Ancient Monument Act, according to Basnet. Condemning the incident, the government has formed a probe committee led by the joint secretary at the Ministry of Home Affairs in this connection, Minister Basnet added. The leader further said that the government was working to sort out the Tarai issues through talks and was effortful to ease the supplies. He added that the government was preparing to remove the obstructions seen along various highways. Minister Basnet had presented the government’s views amidst sloganeering and obstruction by the Tarai-centric parties’ lawmakers in the Parliament.<br />

Just when the insurance companies have been suffering badly due to rumors about institutional investors squaring off their investment in insurance stocks, the Insurance Board is about to come up with a new policy to expand companies investment in the stock market.<br />

“The new investment policy expected to be endorsed by the regulatory board soon will allow the insurance companies to invest up to 15 percent of their investable capital in the stock market, up from the existing 5 percent,” a highly placed source at the Insurance Board told ShareSansar.  “Among other things, the new policy will go a long way to give depth and stability to the stock market.”<br />

As the insurance companies in operation have an investable capital of around Rs 80 arba, they can soon invest Rs 12 arba in the stock market. The Insurance Board is expected to endorse the new policy within a few days. Though the proposed new policy states that the limit for the investment in the stock market has been expanded to 10 percent from the existing 5 percent for the companies under class ‘B’, it may also be noted that the new policy does not change the existing provision of allowing the class ‘A’ companies to invest 5 percent. Hence, the insurance companies can invest up to 15 percent in the stock market.<br />

But the insurance companies can only invest in the stocks of BFIs, hotels and hydropower companies. “Once this provision comes into effect, it will have a very good impact on overall the stock market,” says Raj Kumar Timilsina, chairman of Nepal Investors’ Forum Nepal. Another good news for those banking on the insurance stocks is that the class ‘B’ companies can now also invest 5 percent from their investment fund in infrastructure sector. The new provision is being implemented as part of the existing provision that allowed the companies to mobilize 25 percent of the fund to invest in sectors such as hydropower, tourism, agriculture, education and health. <br />
It is interesting to note that the insurance companies can also directly invest in promoter shares of the companies in infrastructure sector. Though these companies were allowed to invest 25 percent of the total investable fund, the investment was largely limited to government bonds and bank deposits. So far the companies have been investing 75 percent of their total fund – 25 percent in government bonds, 35 percent in bank deposit and 5 percent in mutual funds.

Statute amendment, reconstruction bills tabled in parliament amid UDMF protest

Constitution amendment bill was tabled in the meeting of the parliament despite protest by MPs of the Madhesh-based parties on Tuesday. The government also tabled Reconstruction Authority bill.<br />

MPs of the agitating United Democratic Madhesi Front (UDMF) stood in protest after Speaker Onsari Gharti included both the bills in the agenda of today’s house proceedings. While the opposition NC had been obstructing past meetings of the house demanding that both reconstruction and amendment bills be tabled together, UDMF had remained rigid on the stance that it would not allow Reconstruction bill to proceed.<br />
<br />
UDMF lawmakers began protesting immediately after Minister of Law Agni Prasad Kharel requested time from the Speaker to present constitution amendment bill along with reconstruction bill. Speaker Gharti allowed the proceeding to carry on despite the protests.<br />

The meeting was adjourned until 4 pm on Wednesday after both bills were tabled.<br />

They are paid reverence for they are the one who impart knowledge to the students. In the video,  the students are yelling out for they are furious about something. They are complaining for one of the teachers treated them wrong. The schools are considered to be safe and secured place for the students studying. But this is the conventional thinking that has been changed since there are some of the students who have complained that they have got threat from their own teachers.<br />

The school is located in Kalimati and the students who are studying in that school have complained that they are  molested by a teacher. The school is Jana Prabhat Secondary School in which Dhaneshowr Prasad Shah is charged of sexual assaults by his own students. It is shown in the video that the students yelling out in anger as Shah used to see underneath skirts. They have also complained to the school administration about the teacher but the school has said that it will create wrong image. There are so many students who have complained about Shah. The students are molested and touched by Shah. They could not reveal about the ill treatment of the teacher because they fear that they will be threatened. However,  they could not maintain their silence on the abusive behaviour of the teacher. <br />

The student started to revolt against the teacher. The teacher remained absconded for the students started to complain about him in media. Most of the parents too complained about the teacher but the management did not take any actions against the teacher.  The school too did not make any attempts to correct the teacher. Thus the video has presented students who are furious enough at the molesting teacher.

पोखरा, २९ मङ्सिर । ( फाइल तस्विर )  सात तालको बगैँचा शहर लेखनाथ नगरपालिकाको पचभैयामा अन्तर्राष्ट्रिय स्तरको चिडियाखाना निर्माणको काम थालिएको छ । बृहत् पोखराको अवधारणा अनुसार यहाँका ११, १२, र १४ नम्बर वडामा रहेका पचभैया, चैनपुर र चापापानी चिसाकुना सामुदायिक वनलाई समेटेर चिडियाखाना निर्माणको कार्य अघि बढाइएको हो ।<br />
युनाइटेड क्लब पोखराको विशेष पहल एवम् स्थानीयवासीको सकृयतामा यहाँको एक सय ३४ हेक्टर क्षेत्रफलमा चिडियाखाना निर्माण गर्न लागिएको क्लबका अध्यक्ष एवम पोखरा अन्तर्राष्ट्रिय चिडियाखाना निर्माण समितिका संयोजक हिमालय बख्रेलले बताउनुभयो ।<br />
चिडियाखानाको गत साउन १५ गते तत्कालीन स्वास्थ्य मन्त्री खगराज अधिकारीले शिलान्यास गर्नुभएको थियो ।<br />
पर्यटकीय शहर पोखरामा नयाँ पर्यटकीय गन्तव्यको रुपमा चिडियाखाना स्थापनाको सोच भने २०६७ सालदेखि बढेको हो । क्लबले विगत पाँच वर्षदेखि पोखरा महोत्सव गर्दै आएकामा उक्त महोत्सवबाट हुने आम्दानीको २० प्रतिशत रकम चिडियाखाना निर्माणकै लागि छुट्याइएको छ । यस वर्ष पनि आगामी पुस ३० गतेदेखि पोखरा महोत्सव गर्ने तयारी क्लबले गरेको छ ।<br />
“महोत्सवबाट अहिलेसम्म चिडियाखाना निर्माणका लागि १५ लाख रुपैयाँ समेत जम्मा भइसकेको छ,” अध्यक्ष बख्रेलले भन्नुभयो – “क्लबको पहल र सामुदायिक वन उपभोक्ता समिति, वन कार्यालय, स्थानीय प्रशासन, स्थानीय निकाय, राजनीतिक दलहरु विभिन्न सङ्घ संस्थाको सहयोगमा चिडियाखाना निर्माण कार्यलाई अघि बढाइएको हो ।”<br />
उहाँका अनुसार चिडियाखाना अवलोकन गर्नेका लागि जालीको डोम निर्माण गरी जनावर र पक्षीलाई खुल्ला छाडिने छ ।  चिडियाखानामा वन्यजन्तु प्रदर्शन, संरक्षण शिक्षालाइ समावेश गरिनुका साथै भविष्यमा विश्वभरको हावापानीमा पाइने पक्षी तथा जनावरको कक्ष बनाउने लक्ष्य राखिएको छ ।<br />
सामुदायिक वनमा भएका जनावरको अवलोकन गर्न मिल्ने वातावरण बनाएर स्वदेशी हावापानी अनुसारको जीवजन्तु प्रर्दशनी कक्षसमेत निर्माण गरिने क्लबले जनाएको छ । वन्यजन्तुको लालनपालन र तिनीहरुको स्वास्थ्यलाई ख्याल राख्न वन्यजन्तु संरक्षण केन्द्र स्थापना गर्ने क्लबको लक्ष्य छ ।<br />
नेपालकै पहिलो खोरमुक्त आधुनिक चिडियाखानामा बाल उद्यान, बल्छी हान्ने पोखरी, डुङ्गा शयरका लागि ताल, जङ्गल सफरीलगायत अतिरिक्त क्रियाकलापलाई पनि समेटिने चिडियाखाना निर्माण अभियानका अभियन्ता एवम् क्लबका कोषाध्यक्ष दामोदरभक्त थापाले बताउनुभयो ।<br />
हिमाली दृश्यावलोकनसहित तालको अवलोकनमा रमाउन चाहने पर्यटकहरूलाई यहाँको चिडियाखानामा वन्यजन्तु एवम् चराचुरुङ्गी हेर्ने अवसर प्राप्त हुने उहाँले बताउनुभयो । तारजाली लगाई चिडियाखाना निर्माण स्थललाई जङ्गल सफारीको रुपमा प्रयोगमा ल्याउने लक्ष्य राखिएको भएपनि नाकाबन्दीका कारण तारजाली लगाउने काम सुरु गर्न नसकिएको क्लबले जनाएको छ ।<br />
लक्ष्यित क्षेत्र आसपासमा बसोवास गर्ने एक हजार घरधुरीको समुदाय पनि चिडियाखाना निर्माण अभियानलाई सफल बनाउन लागिपरेका छन् । स्थानीयवासी एवम् पचभैया सामुदायिक वन उपभोक्ता समितिका अध्यक्ष मनबहादुर घिमिरे यस क्षेत्रमा तीन सय ६१ प्रजातिका वनस्पति, एक सय ७५ प्रजातिका जडीबुटी पाइनुका साथै बाघ, मृग, अजिंगर जस्ता जनावर पाइने बताउनुहुन्छ ।<br />
एकसय ३४ जातका वन्यजन्तु तथा चराचुरुङ्गी पाइने यो क्षेत्रलाई विश्वकै नमूना प्राकृतिक चिडियाखानका रुपमा विकास गर्न सकिने उहाँको भनाइ छ । चिडियाखानाका रुपमा विकास गर्दा यहाँको प्रसिद्ध रुपाताल पनि संरक्षण हुने विश्वास लिइएको छ ।<br />

These governments have not responded to the ITUC, the organization said, or to requests for comment on this article.Nepalese migrants are employed in construction and domestic work in Arab Gulf countries, where under the employment-sponsorship system called “kafala” in Arabic they are wholly dependent on their employers and vulnerable to labor and immigration abuses. Over the past decade, high-profile development projects in the Middle East — such as World Cup stadiums in Qatar, and Guggenheim, Louvre and New York University outposts in the UAE — have provoked criticism of regional labor conditions. Monitoring organization Human Rights Watch (HRW) has reported that employers across the Gulf routinely refuse to pay wages, suppress organizing efforts, confiscate workers’ passports, withhold exit visas and house laborers in unsanitary, decrepit dormitories. And Nepalese workers often face the worst of the exploitation: A longtime activist in the Middle East (who asked to remain anonymous out of safety concerns) said that, whereas Filipino construction workers are paid a minimum of approximately $400 per month, their Nepalese peers are paid less than $250. Nepalese workers in the Gulf could not be reached for comment on those figures in time for publication.  <br />

Subhadra Rijal,December, 15 - The video shows the moment when opposition lawmakers released tear gas in Kosovo’s parliament. The opposition parties were trying to give pressure on the Government into renouncing deals with Serbia and Montenegro. The whole room was filled with tear gases and the lawmakers were compaled to leave the place and move outside as soon as the tear gas filled the room.<br />

It is reported that the parliament session was restarted later in another room and most of the opposition lawmakers were not allowed to get in the room. They had to be temporarily suspended for their this deeds. It is said that they had even opened another tear gas in another room. This is not for the first time. you better change your mind. Just when the insurance companies have been suffering badly due to rumors about institutional investors squaring off their investment in insurance stocks, the Insurance Board is about to come up with a new policy to expand companies investment in the stock market.<br />

“The new investment policy expected to be endorsed by the regulatory board soon will allow the insurance companies to invest up to 15 percent of their investable capital in the stock market, up from the existing 5 percent,” a highly placed source at the Insurance Board told ShareSansar.  “Among other things, the new policy will go a long way to give depth and stability to the stock market.”<br />

As the insurance companies in operation have an investable capital of around Rs 80 arba, they can soon invest Rs 12 arba in the stock market. The Insurance Board is expected to endorse the new policy within a few days. Though the proposed new policy states that the limit for the investment in the stock market has been expanded to 10 percent from the existing 5 percent for the companies under class ‘B’, it may also be noted that the new policy does not change the existing provision of allowing the class ‘A’ companies to invest 5 percent. Hence, the insurance companies can invest up to 15 percent in the stock market.<br />

But the insurance companies can only invest in the stocks of BFIs, hotels and hydropower companies. “Once this provision comes into effect, it will have a very good impact on overall the stock market,” says Raj Kumar Timilsina, chairman of Nepal Investors’ Forum Nepal. Another good news for those banking on the insurance stocks is that the class ‘B’ companies can now also invest 5 percent from their investment fund in infrastructure sector. The new provision is being implemented as part of the existing provision that allowed the companies to mobilize 25 percent of the fund to invest in sectors such as hydropower, tourism, agriculture, education and health. <br />
It is interesting to note that the insurance companies can also directly invest in promoter shares of the companies in infrastructure sector. Though these companies were allowed to invest 25 percent of the total investable fund, the investment was largely limited to government bonds and bank deposits. So far the companies have been investing 75 percent of their total fund – 25 percent in government bonds, 35 percent in bank deposit and 5 percent in mutual funds.

being forced to pay heavy price for petroleum products.

Smugglers and black marketers reportedly get hold of the oil and gas 
brought from the Tarai for the Kathmandu Valley at the expense of the 
public, thanks to a nexus between bosses at the NOC, the authorised 
distributor of petroleum products in Nepal. That’s why oil is not 
available at petrol pumps, while it is easily available in the black 
market.

NOC, in cahoots with smugglers, is reportedly making fast money 
through unscrupulous means citing an oil crisis and efforts to bring oil
 from China.

Whatever quantum of LP gas (cooking gas) enters the Kathmandu Valley 
ends up in five-star hotels and in the households of those, who wield 
power, while the commoners have no option but to return empty-handed 
even after queuing up at gas depots for hours.

मंसिर २८, २०७२- सरकारले श्वेतपत्र जारी गरेको करिब तीन सातापछि कार्यान्वयनका लागि कार्ययोजना तयार पारेको छ ।<br /><br />इन्धन विरण पारदर्शी बनाउन फागुनभित्र उपभोक्ता कार्ड वितरण, नेपाल छिर्ने ग्यास बुलेटमध्ये ६० प्रतिशत उपत्यकालाई, तत्कालका लागि भूकम्प पछिको पुनर्निर्माण र आत्मनिर्भर तथा उत्पादन वृद्धिलगायत गतिविधि समेटी कार्ययोजना तयार पारिएको हो ।<br /><br />अर्थ मन्त्रालयले सार्वजनिक गरेको कार्ययोजनामा श्वेतपत्रमा उल्लेखित कार्यक्रमका लागि गर्नुपर्ने गतिविधि, समयअवधि र सरकारी निकायको काम तोकिएको छ । श्वेतपत्रमा उल्लेखित कार्यक्रमहरूको अनुगमन गर्न निजी क्षेत्र सम्मिलित उच्चस्तरीय अनुगमन समिति गठन गर्ने उल्लेख छ । यसै महिनाभित्र उक्त समिति गठन हुने उल्लेख छ । ‘यस समितिले परिस्थितिको विश्लेषण गरी तत्काल चाल्नुपर्ने कदमहरू पहिचान गरी कार्यान्वयनका लागि सरकारलाई सिफारिस गर्ने छ,’ कार्ययोजनामा भनिएको छ ।<br /><br />५० बुँदे कार्ययोजनामा आधारभूत तथा अत्यावश्यक उपभोग्य वस्तुहरू चीन, बंगलादेशलगायत मुलुकहरूसँग अनुदान सहयोग वा खरिद गरी प्राप्त गर्ने उल्लेख छ । साथै आपूर्तिका लागि सबै विकल्प खुला गरी यो कामको जिम्मा वाणिज्य तथा आपूर्ति मन्त्रालयलाई दिइएको छ । भारतबाट हाल थोरै संख्यामा भित्रने ग्यास बुलेटमध्ये ६० प्रतिशत ग्यास उपत्यकामा वितरण गरिने छ । पेट्रोल, डिजेल, मटितेल तथा ग्यासलगायत इन्धन वितरणसम्बन्धी कार्यक्रमका लागि फागुन मसान्तसम्म उपभोक्ता कार्ड वितरण गरिसक्ने कार्यक्रमलाई दोहोर्‍याइएको छ ।<br /><br />तत्कालीन प्रधानमन्त्री बाबुराम भट्टराई नेतृत्वको सरकारको पालामा पनि उपभोक्ता कार्ड वितरण गर्ने कार्यक्रम ल्याइएको थियो । तर, कार्यान्वयन हुन सकेको थिएन । यसका साथै इन्धन वितरणमा टोकन प्रणाली तथा मोबाइल एसएमएसको व्यवस्था गर्ने पनि दोहोर्‍याइएको छ ।<br /><br />इन्धन वितरणमा अनियमितता बढेको गुनासो बढे पनि यी दुवै कार्यक्रम गर्ने घोषणा सरकारले नाकाबन्दी सुरु भएलगत्तै गरेको थियो । वाणिज्य र गृह मन्त्रालयले निरन्तर कालोबजारीको विषयमा अनुगमन गरी कारबाही गर्ने विषय पनि पुन: समावेश गरिएको छ ।<br /><br />साथै पेट्रोलियम पदार्थ आयातको वैकल्पिक व्यवस्था मिलाउन चीन, बंगलादेश, खाडी मुलुक तथा अन्तर्राष्ट्रिय कम्पनीसँग व्यापार सम्झौता गर्ने समावेश छ । श्वेतपत्रमा चीनसँग सम्झौताबारे कुनै उल्लेख थिएन । मंसिरभित्रै तातोपानी र रसुवागढी नाका सुचारु गर्ने दाबी गरिएको छ । ‘खाना पकाउने इन्डक्सन चुलोलगायत उपकरणको आयात सहजीकरण गर्ने र बिक्री वितरण गर्ने,’ कार्ययोजनामा भनिएको छ, ‘विद्युतीय सवारी साधनको प्रयोगमा प्रोत्साहन गर्ने ।’ श्वेतपत्र कार्यान्वयनमा बढी जिम्मेवारी वाणिज्य तथा आपूर्ति मन्त्रालयको देखिन्छ । कार्ययोजना कार्यान्वयनका लागि आफैंले नेतृत्व गर्ने अनुगमन संयन्त्रले निरन्तर समीक्षा, मूल्यांकन गर्ने अर्थमन्त्री विष्ण पौडेलले बताए । ‘कार्ययोजनामा कुन कार्यक्रम कसले गर्ने ? के गर्ने  र कहिलेसम्म गर्ने भनेर उल्लेख गरिएको छ,’ उनले भने, ‘सो अनुसारको भए नभएको समीक्षा, मूल्यांकन गरी प्रभावकारी कार्यान्वयनका लागि काम गर्ने छौं ।’<br /><br />साथै उद्योग तथा कृषिमा आत्मनिर्भर र उत्पादन वृद्धिका कार्यक्रमहरूसमेत समावेश गरिएको छ । उक्त कार्यक्रममा भने सहकारीलाई बढी क्रियाशील बनाउने जनाइएको छ । ‘उत्पादनका कार्यक्रमलाई बढावा दिन प्रस्तावित औद्योगिक व्यवसाय ऐन र विशेष आर्थिक क्षेत्र (सेज) ऐनलाई पारित गराउन पहल गर्ने,’ कार्ययोजनामा भनिएको छ । यो काम आगामी असार मसान्तभित्र गरिसक्ने उल्लेख छ ।<br /><br />बृहत्तर धान उत्पादन तथा आत्मनिर्भरताका कार्यक्रमलाई निरन्तरता दिने उल्लेख छ । गहुँ, मकै र तरकारीमा आत्मनिर्भरका कार्यक्रमको तयारी फागुनभित्र गरिसक्ने उल्लेख छ । ‘फागुनदेखि दलहन, तेलहन, दूध तथा दूधजन्य पदार्थमा आत्मनिर्भर कार्यक्रमलाई निरन्तरता दिने,’ कार्ययोजनामा भनिएको छ ।<br /><br />कोलकाता बन्दरगाह तथा सीमाका भन्सार नाकामा रोकिएका कन्टेनरहरूमा लाग्ने विलम्ब शुल्क छुट गराउनका लागि पुस मसान्तभित्र कूटनीतिक पहल गरिसक्ने उल्लेख छ । तेस्रो मुलुकबाट आयात गरिएका सामान नेपाल प्रवेश गर्न नपाउँदा करिब ६ अर्ब रुपैयाँ बराबर विलम्ब शुल्क उठिसकेको व्यवसायीले बताएका छन् । करिब ५ हजार कन्टेनर कोलकाता तथा भारतका विभिन्न भन्सार नाकामा रोकिएका छन् । भारतको अघोषित नाकाबन्दी र तराईमा जारी आन्दोलनले सामग्रीहरूको आयात निर्यात कम भई राजस्व प्रभावित भएकाले राजस्व संकलनमा वैकल्पिक कार्ययोजना तयार पार्ने उल्लेख छ । यो काम मंसिरभित्र अर्थ मन्त्रालयले गरिसक्नुपर्ने छ । त्यस्तै चालू आर्थिक वर्षभित्र कार्यक्रम तथा आयोजनाहरूको पुन: प्राथमिकीकरण गरिने छ । ‘हामी बजेटको मध्यावधि समीक्षाको चरणमा छौं । समीक्षा पछिको अनुभवका आधारमा पुन: प्रथमिकीकरण गर्ने छौं,’ पौडेलले भने ।<br /><br />विदेशस्थित नेपाली नियोगहरूलाई अन्तर्राष्ट्रिय स्तरमा हालको समस्याको यथार्थ चित्रण गरी वैदेशिक सहायता, लगानी, पर्यटन प्रवद्र्धन, व्यापार विविधीकरणमा संक्रिया बनाउने उल्लेख छ । यो काममा गैरआवासीय संघ (एनआरएनए) का स्थानीय संगठनहरूको सहयोग लिइने छ । ‘कूटनीतिसम्बन्धी मार्गदर्शन तयार गर्ने, कूटनीतिक नियोगमार्फत अन्तर्राष्ट्रिय सञ्चारमाध्यमहरूमार्फत सूचना प्रवाह गर्ने र पर्यटन प्रवद्र्धनका लागि प्रचारप्रसार गर्ने,’ कार्ययोजनामा भनिएको छ । परराष्ट्र र संस्कृत पर्यटन तथा नागरिक उड्ययन मन्त्रालयमार्फत उक्त कामहरू निरन्तर गरिने छ ।<br /><br />भूकम्प पछिको पुनर्निर्माण, ठूला पूर्वाधार निर्माण र सञ्चालन, उत्पादन र सेवा क्षेत्रका साथै सामाजिक विकासमा गैरआवासीय नेपालीहरूको लगानी वृद्धि गर्न प्रोत्साहन र सहजीकरण गर्ने कार्यक्रमका लागि लगानी क्षेत्र र आयोजनाको पहिचान, सार्वजनिक निजी साझेदारी (पीपीपी) मार्फत लगानीको वातावरण बनाउन परामर्श बैठक, आयोजनाको तयारी, मूल्यांकन तथा स्वीकृति निर्देशिका बनाउने उल्लेख छ । यी सबै काम फागुन मसान्तभित्र अर्थ मन्त्रालय र योजना आयोगले गर्नुपर्ने छ ।<br /><br />भूकम्पपछिको पुनर्निर्माणका लागि युवाहरूलाई स्वयंसेवामा परिचालन गर्नका लागि हरेक निर्वाचन क्षेत्रमा स्काउट तथा मास्टर प्रशिक्षक तयार पारी उनीहरूमार्फत कार्यक्रम लागू गरिने छ । पुस मसान्तभित्र युवा परिचालन कार्यविधिसमेत तयार पारिने छ ।<br /><br />पुनर्निर्माण प्राधिकरण गठन नभएसम्मका लागि योजना आयोगले गर्ने कार्यक्रमसमेत निर्धारण गरिएको छ । तीन महिनाभित्र आधिकारिक ट्रेड युनियनको निर्वाचन गराइसक्ने विषय पनि उल्लेख गरिएको छ ।<br /><br /><br /><br />

काठमाडौं: भारतीय र पाकिस्तानीको सेटिङमा नेपाली युवालाई अवैध रूपमा रुस पठाउने गिरोह काठमाडौंमा सक्रिय देखिएको छ। <br /><br />रुसको राजधानी मस्कोमा राम्रो काम र आकर्षक तलब पाउने प्रलोभनमा नेपाली युवा ठगिन थालेका छन्।पछिल्लोपटक कामका लागि रुस हिँडेका बौआगुम्बा पाल्पाका हुमबहादुर राना र दिनबहादुर रानालाई मस्कोस्थित अध्यागमन कार्यालयले फर्काइदिएपछि यसबारे खुलेको हो। रानाद्वय नजिकका नातेदार हुन्।<br /><br /><br />उनीहरूले भारतको राजधानी नयाँदिल्ली र रुसको राजधानी मस्कोमा रहेका एजेन्टले आफूहरूलाई फसाएको बताए पनि काठमाडौंमा उनीहरूसँग सेटिङ मिलाउने व्यक्तिबारे बताउन मानेनन् । उनीहरूलाई काठमाडौंबाटै दलालहरूले नयाँदिल्ली र मस्कोमा कनेक्सन गराएका थिए।<br /><br />नेपालस्थित रुसी दूतावासबाट भिसा लिएका रानाद्वय नयाँदिल्लीबाट एयर इन्डियाको जहाज हुँदै मस्को विमानस्थलमा उत्रिएका थिए। नेपालबाट रुसको भिसा लिए पनि काठमाडौंस्थित विमानस्थलमा प्रहरी, अध्यागमन र एयरलाइन्समा सेटिङ मिलाउन झन्झटिलो भएकाले दलालको सुझावअनुरूप उनीहरू नयाँदिल्ली हुँदै मस्को जान सहमत भएका थिए। <br /><br />रानाद्वय मंसिर २१ गत नयाँदिल्ली हुँदै मस्को उडेका थिए।पर्यटक भिसामा मस्को पुगेका उनीहरूलाई त्यहाँको अध्यागमनले होटेल बुकिङ, घुम्ने खर्चबारे सोधपुछ गर्दा चित्त नबुझेपछि तीन दिन नियन्त्रणमा लिएर नेपाल फर्काइदिएको थियो । पुस ५ गते नयाँदिल्ली फर्कने टिकट लिएको भए पनि अध्यागमनले उनीहरूलाई मस्को छिर्नै दिएन।<br /><br />अहिले काठमाडौंस्थित अध्यागमन विभागको हिरासतमा रहेका हुमबहादुरले मस्कोमा राम्रो काम पाउने भनेपछि आफूहरू लोभिएको बताए। सुरुमा आफूखुसी गएको दाबी गर्दै आएका रानाद्वयले लामो सोधपुछपछि नयाँदिल्लीमा रहेका इन्डियन र मस्कोमा रहेका पाकिस्तानीको सेटिङमा रुस गएको बताएका छन्।<br /><br /><br />मस्कोबाट फर्काइएपछि उनीहरूलाई काठमाडौंस्थित विमानस्थल अध्यागमनले नियन्त्रणमा लिई थप अनुसन्धानका लागि अध्यागमन विभागमा बुझाएको छ । मस्को पुगेपछि त्यहाँ रहेका पाकिस्तानी दलाललाई ३-३ सय अमेरिकी डलर दिने सहमति भएको थियो। उक्त रकम दिएबापत पाकिस्तानी दलालले जागिर खोजिदिने भनेका थिए। ती पाकिस्तानी दलालले उनीहरूलाई युरोपेली मुलुकसम्म पुर्‍याइदिने आश्वासन पनि दिएका थिए।<br /><br />पछिल्लो समयमा रुस हुँदै युरोपेली मुलुकमा मानव तस्कर गर्ने गिरोह नेपालमा सक्रिय रहेको स्रोतको दाबी छ। अध्यागमन विभागका महानिर्देशक केदार न्यौपानेले उनीहरूबारे थप अनुसन्धान भइरहेको बताए। 'अन्य युवा आइन्दा नठगिऊन् भन्ने हाम्रो उद्देश्य हो', महानिर्देशक न्यौपानेले अन्नपूर्णसँग भने, ‘अहिले ठगिएकाहरूले वास्तविक कुरा लुकाइदिँदा मानवतस्कर पत्ता लगाउन कठिन भएको छ।'<br /><br />दोहोरो टिकट साथमै लिएर गएका उनीहरू मस्को प्रवेश गर्न पाएका भए फर्कने थिएनन्। दिनबहादुरले भने, 'मस्को छिरेपछि केही समय उतै लुकेर काम गर्ने योजना थियो।' नयाँदिल्लीबाट एक भारतीय नागरिकले विमानस्थलसम्म पुर्‍याइदिएको र मस्को विमानस्थलमा लिन एक पाकिस्तानी आएको उनीहरूले बताए।<br /><br /><br />अध्यागमनले पक्राउ गरेपछि उनीहरूको पाकिस्तानी एजेन्टसँग भेट भएन। मस्को प्रस्थान गर्नुअघि भारतीय दलालले त्यहाँको विमानस्थलमा पाकिस्तानी नागरिक लिन आउने जानकारी गराएका थिए। दिनबहादुरले नेपालमा राम्रो काम नपाएपछि वैकल्पिक रोजगारीका लागि मस्को जान लागेको बताए। उनले भने, 'दुःख गरेर कमाएको अलिअलि पैसासमेत फस्यो।'<br /><br />दलालहरूको सुझावअनुसार रानाद्वयले ५-५ सय अमेरिकी डलर बोकेका थिए। त्यति पैसाले रुसमा घुम्न नपुग्ने र होटेलको समेत पैसा नतिरेको पाइएपछि मस्को अध्यागमनले फर्काइदिएको थियो। केही दिनअघि पनि मस्को छिर्न खोज्ने चार युवालाई त्यहाँको अध्यागमनले फिर्ता पठाएको थियो।<br /><br />

मंसिर २७, २०७२- १२ दिनदेखि जारी एमाओवादी केन्द्रीय समिति बैठकमा गृहमन्त्री शक्ति बस्नेतका कारण बहस मोडिएको छ । अध्यक्ष पुष्पकमल दाहालको राजनीतिक प्रतिवेदनमाथि बोल्ने क्रममा केन्द्रीय सदस्यहरुले गृहमन्त्री बस्नेतले परिवारका सदस्य, नातागोतालाई भूकम्पपीडितका नाममा चीन भ्रमणमा पठाएको विषयलाई बैठकभित्र छुट्टै कार्यसूचीका रुपमा समावेश गरेर छलफल अघि बढाउनुपर्ने माग गरेका हुन् । प्रतिवेदनमाथि सदस्यहरुले बोल्ने क्रम सकिन लाग्दा अकस्मात् गृहमन्त्रीको विषयले प्रवेश पाएपछि बैठक गर्मिएको हो ।<br /><br />पेरिसडाँडास्थित एमाओवादी मूख्यालयमा अघिल्लो मंगलबारदेखि जारी बैठकमा आइतबार बोल्दै पोलिट्ब्युरो सदस्य शशि श्रेष्ठ, केन्द्रीय सदस्य हेमराज भण्डारी, श्रीप्रसाद जवेगु, घनश्याम यादव र गंगा कार्कीले बस्नेतका गतिविधिहरु स्वेच्छाचारी र पार्टी आचारसंहिताविपरीत भएको भन्दै राजीनामासमेत माग गरेका थिए । बस्नेतले राजीनामा नदिए उनलाई पार्टीले फिर्ता बोलाउन अध्यक्ष दाहालसामू उनीहरुको माग थियो ।<br /><br />दाहाल प्रतिवेदनमाथि आफ्नो बोल्ने पालो पहिल्यै सकिए पनि भण्डारी र जवेगुले बैठककै बीचमा फेरि बोल्दै गृहमन्त्रीको राजीनामा माग गरेका थिए । ‘भण्डारीजीले त लिखित टिप्पणी नै गरिसक्नुभएको थियो, मैले पनि आज फेरि आफ्नो भनाई राख्दै गृहमन्त्रीलाई फिर्ता बोलाउनुपर्ने माग गरेको छु,’ जवेगुले भने ।<br /><br />अधिकांश वक्ताहरुले गृहमन्त्रीलगायत केही मन्त्रीहरुको कार्यशैलीमाथि प्रश्न उठाएपछि अध्यक्ष दाहालले सोमबार छलफल गराउने वचन दिँदै बैठक स्थगित गरेका थिए । ‘ठिक छ, साथीहरुबाट यो विषय प्राथमिकताका साथ उठ्यो । अब यो विषयलाई बैठकको एजेन्डा बनाइयो,’ अध्यक्ष दाहाललाई उद्धृत गर्दै एमाओवादी बैठक स्रोतले भन्यो ।<br /><br />स्थायी समिति सदस्य गोपाल किरातीले मन्त्रीहरुको कार्यशैलीबारे स्थायी समितिमात्रै नभई केन्द्रीय समितिमा समेत छलफल गर्न पाउनुपर्ने माग गरेका थिए । अर्का सदस्य राजकाजी गुरुङले थपे, ‘पार्टीकै साथीहरुबाट अध्यक्षसमेतलाई सिध्याउनेगरी गतिविधि भइरहेका छन्, पार्टी कब्जा गर्ने दाउ त होइन ?’<br />स्थायी समिति सदस्य किरातीले गृहमन्त्रीको कार्यशैलीबारे छलफल नगराइए केन्द्रीय समिति बैठकमै मतदान माग गर्ने तयारी भइरहेको खुलाए । शनिबार बिहान बसेको स्थायी समिति बैठकमा उपाध्यक्ष नारायणकाजी श्रेष्ठले मन्त्रिपरिषद्मा प्रतिनिधित्व गर्ने आफ्नो दलका मन्त्रीहरु स्वेच्छाचारी भएको भन्दै आफूले सरकार सञ्चालन संयन्त्रको संयोजक पद त्याग्ने घोषणा गरेका थिए । दाहालले तत्काल त्यसो नगर्न भनेपछि श्रेष्ठ रोकिएका थिए । सोमबार बस्ने स्थायी समिति र केन्द्रीय समितिमा यसबारे विस्तृत छलफल हुने एमाओवादी सचिवालयले जानकारी दिएको छ ।<br /><br />गृहमन्त्री बस्नेतले भने चीन भ्रमणमा जाने आफन्तहरु भूकम्पपीडित नै भएको दाबी गर्दै आएका छन् । ‘यद्यपि उनीहरुलाई चीन पठाउने कुरा मेरो जानकारीबाहिर थियो, आइन्दा यस्तो नहोस् भन्नेमा म सचेत छु,’ उनले पार्टी स्थायी समितिसमक्ष प्रष्टीकरण दिएका छन् ।<br /><br />सामान्य प्रशासन मन्त्री रेखा शर्माले भने आफ्नै मन्त्रीहरुको बेइज्जती हुनेगरी बोल्दा त्यसको असर पार्टीलाई पर्ने भन्दै स्वस्थ आलोचनात्मक बहसको माग गरिन् । ‘पार्टीले योग्यता क्षमताको मूल्यांकन गरी पठाइएका साथीहरुमाथि निश्चय नै प्रश्न र सवाल गर्न पाइन्छ, तर यो बहसको कुनै तरिका भएन,’ शर्माले भनिन्, ‘यो आलोचना होइन, भर्त्सना हो । यसरी पार्टीमा स्वस्थ बहस हुँदैन ।’<br /><br />दाहाल प्रतिवेदनमाथि बोल्ने क्रम सकिन लाग्दा अरु केन्द्रीय सदस्यले समेत मन्त्रीहरुको विषयमा बोल्ने तयारी गरेका छन् । गृहमन्त्री बस्नेतले भने उठेका टिप्पणीहरुमाथि आफ्नो मत राखेका छैनन् । मन्त्रीहरुको शैलीका विषयमा उठेको बहसले अध्यक्षको प्रतिवेदनमाथि जारी बहसलाई समेत छायामा पारेको भन्दै केही केन्द्रीय सदस्यले आलोचनासमेत गरेको बैठकले स्रोतले कान्तिपुरलाई बतायो ।<br /><br /><br />

percent,” a highly placed source at the Insurance Board told

give depth and stability to the stock market.”

The Insurance Board is expected to endorse the new policy within a few 
days. Though the proposed new policy states that the limit for the 
investment in the stock market has been expanded to 10 percent from the 
existing 5 percent for the companies under class ‘B’, it may also be 
noted that the new policy does not change the existing provision of 
allowing the class ‘A’ companies to invest 5 percent. Hence, the 
insurance companies can invest up to 15 percent in the stock market.</div>

But the insurance companies can only invest in the stocks of BFIs, 
hotels and hydropower companies. “Once this provision comes into effect,
 it will have a very good impact on overall the stock market,” says Raj 
Kumar Timilsina, chairman of Nepal Investors’ Forum Nepal. Another good 
news for those banking on the insurance stocks is that the class ‘B’ 
companies can now also invest 5 percent from their investment fund in 
infrastructure sector. The new provision is being implemented as part of
 the existing provision that allowed the companies to mobilize 25 
percent of the fund to invest in sectors such as hydropower, tourism, 
agriculture, education and health. </div>

of their total fund – 25 percent in government bonds, 35 percent in bank
 deposit and 5 percent in mutual funds.</div>

The bottlers plan to distribute 78,000 half-filled cylinders to consumers reeling under an acute cooking-gas shortage due to India’s unofficial trade embargo on Nepal for the past month.Nepal LP Gas Industry Association said some dealers started to sell the cooking gas from Friday amid overwhelming crowds at gas depots.The gas supplied by five bottlers, including Everest Gas and Salt Trding Corporation, was sold out on Friday, said Shiva Prasad Ghimire, president of the association. “The move to start the sales a day earlier was also aimed at controlling duplication of sales,” he said.<br />
The crowd at Everest Gas distribution depot at Chanlakhel, Kathmandu, was so huge that the police had to charge batons to keep the situation under control.Ghimire said the government’s move to allow the bottlers to sell half-filled cylinders would help them distribute the gas to more people. “It will ease the distribution at a time when we are facing immense pressure to meet the demand,” he said.Meanwhile, the LPG dealers said they would selling the gas with the help of the local administration.Chandra Thapa, general secretary of Gas Dealers’ Federation, said would keep the details of the buyers to prevent any duplication of sales. “As most of the dealers have records of their regular customers, they track customers to whom they sold the product,” he said.Thapa said some of the bottlers have already refilled their plants, while the bullets meant for many others are on theway. “That’s why we cannot say when the bottlers would send their products,” he said.A total of 225 gas bullets have been stuck on the Indian side of the border due to the blockade, according to Nepal Oil Corporation (NOC). Most of them have been stuck at Raxaul-Birgunj border point.However, after the government started to re-route the LPG bullets through alternative bordering points, a limited number of bullets are entering Nepal.<br />

“The new investment policy expected to be endorsed by the regulatory board soon will allow the insurance companies to invest up to 15 percent of their investable capital in the stock market, up from the existing 5 percent,” a highly placed source at the Insurance Board told ShareSansar.  “Among other things, the new policy will go a long way to give depth and stability to the stock market.”<br />

As the insurance companies in operation have an investable capital of around Rs 80 arba, they can soon invest Rs 12 arba in the stock market. The Insurance Board is expected to endorse the new policy within a few days. Though the proposed new policy states that the limit for the investment in the stock market has been expanded to 10 percent from the existing 5 percent for the companies under class ‘B’, it may also be noted that the new policy does not change the existing provision of allowing the class ‘A’ companies to invest 5 percent. Hence, the insurance companies can invest up to 15 percent in the stock market.<br />

But the insurance companies can only invest in the stocks of BFIs, hotels and hydropower companies. “Once this provision comes into effect, it will have a very good impact on overall the stock market,” says Raj Kumar Timilsina, chairman of Nepal Investors’ Forum Nepal. Another good news for those banking on the insurance stocks is that the class ‘B’ companies can now also invest 5 percent from their investment fund in infrastructure sector. The new provision is being implemented as part of the existing provision that allowed the companies to mobilize 25 percent of the fund to invest in sectors such as hydropower, tourism, agriculture, education and health. <br />
It is interesting to note that the insurance companies can also directly invest in promoter shares of the companies in infrastructure sector. Though these companies were allowed to invest 25 percent of the total investable fund, the investment was largely limited to government bonds and bank deposits. So far the companies have been investing 75 percent of their total fund – 25 percent in government bonds, 35 percent in bank deposit and 5 percent in mutual funds.

वीरगन्ज : वीरगन्ज–रक्सौलको मितेरी पुलमा जारी मधेसी दलको नाकाबन्दीप्रति राजनीतिक विश्लेषकद्वय खगेन्द्र संग्रौला र सिके लालले ऐक्यबद्धता र समर्थन जनाएका छन् । <br /><br />मितेरी पुलमा जारी मधेसी दलको धर्ना र नकाबन्दी स्थलमा शनिबार पुगेर दुबैजनाले नाकाबन्दीप्रति ऐक्यबद्धता जनाएका हुन् । उनीहरुले धर्नास्थलमा केहीबेर बसेर आन्दोलनकारीहरुको अवस्थाबारे जानकारी पनि लिए ।<br /><br />धर्नास्थलमै सन्चारकर्मीसँग कुरा गर्दै राजनीतिक विश्लेषक संग्रौलाले गणीतीय हिसाबले ९० प्रतिशत जनप्रतिनिधिले बनाएको भनिएको नयाँ संविधान म्याद गुज्रिएको औषधिजस्तै भइसकेको टिप्पणी गरे ।<br /><br />अहिले उग्र पहाडी राष्ट्रवादले देश चलिरहेको भन्दै संग्रौलाले चीनबाट नेपालको निर्वाह नचल्ने ठोकुवा गरे । सीमांकनको मुद्दा अहिले टुंगिएन भने कहिल्यै नटुंगिने दावी गर्दै संग्रौलाले संविधान निर्माण गर्नेहरुले संघीयतालाई किस्ताबन्दी गरेको बताए । <br /><br />नेपालमा कुनै अखण्डवादी नभएको भन्दै उनले मधेसले एकीकृत नेपाल भित्रको समान अधिकार मागेकोले मधेस आन्दोलनलाई विखण्डको आन्दोलन भनेर बदनाम गरिएको बताए । संग्रौलाले चीनबाट तेल आपूर्ति गर्दैमा नेपालको निर्वाह नहुने पनि बताए ।<br /><br />अर्का राजनीतिक विश्लेषक सिके लालले मधेस आन्दोलन मधेसीको अस्मिताको लडाई भएको बताए । मधेसको तीन पुस्ता एकैपटक सडकमा आन्दोलनमा रहेको भन्दै उनले भने, ‘अव अर्को पुस्ताले आन्दोलन गर्न नपर्ने गरी अहिलेको आन्दोलनलाई सार्थक बनाउनुपर्छ ।’ <br /><br />उनले राज्यले अहिले पनि मधेसी माथि बेईमानी गरेको भन्दै मुर्खबाट शासित हुनु मधेसीको लागि दुर्भाग्य भएको बताए । पूर्वसचिव डा.प्रविण मिश्रले समान अधिकारको लागि मधेसी जनताले मत दिएर जितेको सरकारले नै अहिले गोली हानेर दमन गरेकोमा आक्रोश व्यक्त गरे । <br /><br /> उनले भने, ‘मधेसी जनताले ब्यालेट दिए तर बदलामा  सरकारले बुलेट दियो ।’ यसको  जबाफ मधेसी जनताले ब्यालेटले नै दिने भन्दै उनले मधेसी जनतालाई धोका दिएर राजनीतिक दलहरु संवेदनहिन भएको आरोप लगाए ।<br />
